SU4 Release?
Not only the stutter, it has so many issues with disappearing text, random scrolling, lag, lack of options after landing (say again only), and it's still impossible to resize under a minimum size that takes half cockpit, it's impossible to resize the font below 18 points, etc. etc. If only they kept MSFS ATC window and fonts (throughout the UI), they would have saved a lot of time and not pi55ed off PC users.

Recommended TLOD value at CRZ level over big cities
Above a certain altitude, usually a few thousand ft, AutoFPS sets my TLOD at 400 in IFR mode and I have zero stutters (with SU4 beta), regardless of how big the city is or if it has PG. The reason why you fill up your VRAM is probably because of textures set to Ultra. I have them set to high and I never see the pop up. I play at 3440x1440. At 4K you may have to sacrifice other settings.

A PC does also many other things. Most people need a PC anyway, you have both for example. To be fair you have to compare the price/performance of a PS5 with that of a 700$ gaming GPU, not with the price of a whole PC.

Honestly judging from the video above, it looks horrible. Massive pop ins, black elevation mismatch polygons everywhere, ridiculous LOD/draw distance. But if PS players swallow that and contribute to finance the development, welcome!

Texture Resolution
The actual resolution of the textures has not been disclosed by MS, unless I missed it. I doubt all the textures in the game have the same resolution, too. Even if Ultra is 4K and you use a 2K monitor, you should be able to see a difference between 2K and 4K textures when you look at a very close object. Texture resolution has nothing to do with monitor resolution. The thing is, FS2024 Ultra textures are prohibitive even with 16 GB of VRAM. You need a 4090 or 5090 in order to use them.

Rolling cache
I don't know exactly what you mean by miserable. What kind of connection are you using and what are your PC specs? As I wrote above, I use the standard 16 GB in FS2024 to make sure that characters, airport and aircraft textures are loaded quickly when I start a flight. As for MSFS, for me it works much better without rolling cache (which caused only stutters) since years. I disabled it one day in early 2021 and never looked back.

Rolling cache is used only when you fly over an area for the 2nd time. If you fly over a PG city for the first time (or after it has been purged already from the rolling cache) and your connection to MS servers is not fast enough, you will have bad PG even with a 1 TB rolling cache. Personally, I don't use the rolling cache in MSFS, and I have a very smooth experience and sharp tiles and PG. I use the default 16 GB on FS2024 because FS2024 without rolling cache at all manifests graphics issues / slow loading even of the aircraft assets. I tried bigger sizes but didn't do anything good.

Will Asobo fix SU16?
There are no nVidia driver issues, there has been a reduction in the terrain texture max resolution (Bing tiles "zoom level") that is visible in certain places and certain circumstances. People who play in 4K resolution notice it more. There is a very long thread on the official forums: https://forums.flightsimulator.com/t/msfs-su16-aggregation-of-complaints-about-poor-lod-bad-colour-low-resolution-blurry-terrain-textures/731741 Personally I haven't noticed any degradation, but it might be due to different factors (I fly 99% in Europe, I have a 1440p screen, I fly mostly IFR).

Why is my MSFS 2024 stuttery and my MSFS 2020 smooth?
I don't know who can still make such a statement one year after Asobo's spiel about the expectation that FS2024 would perform better, there is countless evidence that MSFS is lighter both on the CPU and the GPU. The behavior you are observing is totally normal considering your configuration, not much can be done apart from upgrading to a high-end desktop PC or sticking with MSFS 2020.

Not only when using the dev mode. I voted it, even though 4 votes in one year won't be of any use. Curiously, the Outlook365 search box has the same issue. It doesn't propose the last searches, but it got fixated with 3 searches I did months ago.

I haven't noticed significant differences with SU3. Instead, I tried the 737 Max and it seems completely broken. Left throttle reluctant to go up, seatbelt signs alarm going off when switch is on, front wheel getting stuck, a couple of CTDs... There is no visible graphics or functional degradation. No crashes. Apart from some addons not working and some fixes needed to the ATC textbox, SU4 beta is a valid release. Oh, and also some weird behavior like the impossibility to start a flight in EKCH. You know how much I criticize FS2024; consider that I haven't started MSFS since SU4 beta release.
