Why is my MSFS 2024 stuttery and my MSFS 2020 smooth?

I don't know if my experience is applicable to the stutter situation being discussed here, but I have a reasonably decent PC (7800-X3D and 4070Ti Super) running Win11. Even with modest FS2024 settings I was getting small stutters, such as during the takeoff run. Long story short, I found that HAGS (Hardware Accelerated GPU Scheduling) was apparently causing the stutters. Turning off HAGS in Win11 solved my stutters problem.  I don't know why, and it's kind of surprising since it seems the general recommendation is to turn HAGS on to reduce the load on the CPU.
