As it turns out, it is indeed Asobo Studio working on the game with Microsoft (there's another team in there too), and the simulator has been in development for 5 years now. I don't know much about the earlier simulators in the series, but I think that at least from Flight Simulator 2000 and onwards it's been the same engine but with improvements and additions with each instalment. You can overhaul parts of an engine without removing some core aspects (that can be improved on as well).

Well after a decade and a half of dealing with the FSX engine and its limitations.. what user wouldn't be flustered enough to want a whole new engine?
