I remember this, I was still USAF at the time. I flew into MacDill a lot and the approach plate always had a note in there and on the chart about KTPF. I would wonder sometimes how you could fall for it, but apparently someone did or else it wouldn't be mentioned on the plate. I was shocked when the C17 did it. One of the techniques that I have always used is to dial up the ILS for the approach runway if available when doing a visual approach. It helps you track your path as a reference when visual and will definitely let you know something is wrong if you are approaching the wrong runway.
