These can be created deliberatly, but it can also happen naturally if a dosmeticated dog and a wolf catch each other in the mood. This "dog" may have been either, which is to say it may be a loose pet, or it may be wild but accustomed to humans and maybe even partial to them because of being half-dog. Appearance-wise. I don't think its that hard to mistake this mix for its wild relatives, especially for somebody (like me) who had never previously seen or heard of the creatures.
