Flying the Carenado 182. When I land and shut the engine down. The prop continues to move in a stuttering manner.

I have noticed prop continues to move in strong winds on several aircrafts, but not in a stuttering manner.

Seems like the prop is overly anxious… hence the stuttering manner?

Or it could be the windmill effect?
