Even in the 70's was a bit dated, although there were ground stations in Norway, Spain, and Ireland. It was cheap for the aircraft - just needed a basic radio, and some charts. By counting dots and dashes you could place yourself along a position line printed on the map, tune in another couple of stations, and you've got a fix, but accuracy measured in miles at long ranges.
