Howdy,

 During the landing, right after announcement of "minimums", just before touch down I get warning message "flaps, flaps". Given that Q400 in complete landing configuration  Vref is set, what else could be wrong?

You need to set your GPWS Flaps warning knob on the center console to whichever flaps setting you plan to land with. Otherwise it assumes you have misconfigured.
