Is it safe to delete any System Volume files. They take up considerable space.

You can't access nor delete System Volume Information folders, which I think you are talking about. What is considerable space? Here they are all 0, but maybe not being able to access them, gives no size.

After the third Ultimate DeFrag pass these files total 22mb. The picture shows folder content. Tiny size now compared to my gb of scenery.

Correction: disable system restore and they will disappear altogether. The System Volume Information folder is where Windows stores registry restore points. You can safely disable system restore to clear this folder, then re-enable it to make sure you still have the ability to restore the registry.
