Is there a way to force UGCX to create the sceney index on start up? reason is i unticked the static A/C option in UK2000s EGKK to fly on line and expected to have UGCX re create the index next P3D start up but it did not do it so i wasnt able to get a push back from some stands as it said i wasnt at a stand .. i had to move EGKK UP one level to get an new index created, i was then able to get a push from a stand.

Yes, there is a way, in v1.0, you just need to delete the scenery index files, UGCX will detect that and automatically recreate the index. The v1.1, is faster in recreating those files. You must go to:

C:\Users\<Your Name>\AppData\Roaming\Ultimate Ground Crew X\Scenery\<P3D/FSX/FSXSE>\*.*

Go to that location, you will find the scenery index files, there. Delete them  before runs P3D/FSX and it will recreate it again.
